The concept of taking the heat of a topic by putting another in the spot light is nothing new or radical, it's an accepted academic fact. Think about presidential elections and how if someone slips up, they'll try to shift the view away from that topic. This is the same thing, except Israel is using the distraction of North Korea to get away with what would seem to be a 'smaller' attack when and if they strike Iran.
