No-one in the entire OUYA community has experienced the so called input lag.
There is a known bug in Unity build games where the SDK has a slight lag but this is a) being dealt with and b) normally manifests itself as a framerate drop.
Any input lag on the OUYA is the fault of the developer, not the hardware.
"The most worrisome aspect of the Ouya controller, however, is the current state of its input lag. Playing a game of Canabalt or Stalagflight, arcade-style games that demand split-second accuracy, the controller's delayed response does a disservice to the experience. It's less noticeable in games like Wizorb or Save the Puppies, and could be addressed in future software updates, but stood out as a glaring problem during our hands-on time with the device."
Now if those are all using the Unity engine, I apologize.
Edit: Read more of that link that you gave, seems like isolated incidents. If that's the case good for the OUYA. I was alerting my friends to the kickstarter page when it was still collecting money, I'm just personally not going to get it.
It seems to be literally that one site who's had a bad time.
I point you toward this: http://uk.ign.com/articles/2013/03/29/ouya-android-game-console-hands-on
Yes, it's IGN, but it's one of the more reasonable reviews so far (you have to remember that the OUYA's official launch isn't until June).
I think the IGN review is, surprisingly, the most accurate I've seen. I just implore anyone who's looking at any OUYA reviews to remember that the official launch isn't until June. KS backers get there's now, but the OUYA is by no means a completely done product, it only works now.
