Can you imagine asking the judge about that condition?
"Your honor? Did you just bar the accused from every library on the planet?"
Yes counsel, I did.
"But sir? The whole planet?"
Is there a problem?
"Well your honor, if my client wants to check out a book, he's going to have to become an astronaut, and that could take years!"

A more reasonable statement would be about the jurisdiction the judge has.
