All of what you state makes sense and it all fits together.
I also think that the ship in the CEA terminal may be this other civilization. nothing is known about it or them, even Spark can't identify the ship or the language from the distress beacon. only that the ships atmosphere is nearly identical to 'ours'.
I had thought for a long time that Spark had to have met Chief previously somehow. too much of what Spark says indicates he has has prior conversations with the Chief, but how? now we know.
This also fits in with what the Composer was used for and how the Monitors were made and came to be. I'm curious if 343i will commision another round of books to further explore all the new questions that have been raised in the Forerunner Trilogy....

I think the new civilization was killed by Halo, Spark was listening to the echos of the final transmissions before Halo's firing. I interpreted that new civilization as being a fledgling species in an unoccupied corner of the galaxy that was just beginning to leave their home planet, before being tragically snuffed out by Halo. Not really relevant except for emphasizing the sadness and tragedy of the event.

Win-win for everybody. Back in the Halo 1-3 days we thought that the Forerunners were a big mystery, and we learn in this series that the Precursors are a whole different ballgame. And they may even have predecessors themselves. So much opportunity.
