You can have custom avatars on xbox via uploading pictures, so that may be a bad idea.

You can have custom Xbox avatars only if you have an Xbox Vision camera or against the TOS edit your gamertag's save file. While this is displayed, there is an alternate gamer picture displayed to the general populace of Xbox, and only friends can view the custom avatar.

If someone were to have a dick for an avatar, you can mute them, so it's no big deal. I think we should just have completely custom avatars on the site, but that seems like a bigger stretch then just being allowed to use Xbox Live avatars.

You mean like being able to build emblems on site, using tools like we had for Halo emblems? That would be pretty sick.
