Doing it this way avoids a filibuster on the larger bill and ensures that the AWB portion is presented for a vote, the results of which constituents will no doubt be hearing about [i]ad nauseum[/i] come 2014 and 2016. Or so I read per NBCNews.com about 10 minutes ago.
