Normally when down sizing occurs after a war the government will stock up on ammo before their budget gets cut. It allows them to train and complete their operations with out having to worry about money problems. Our government has bought ammo like this after Desert Storm and several other wars throughout history.

Again, this isn't being bought by any war-fighting entity, and the ammo itself is not allowed in theaters of war. I don't think that justification holds up.

Actually Homeland Security has several counter tourist divisions and works very closely with the FBI and ICE which both answer to HS since 911. There are threats here at home also. Not every thing is over seas. Look at the Mexican Cartels for example.

Ammo is cheap immediately after a war, because there is a ton of surplus production left over. That drives down the price of all small-arms ammunition, not just FMJ. They're buying it now before the price goes up again.
