It's probably just a contingency. The US government has a backup plan for nearly every type of scenario. We even have one for a zombie apocalypse, so they're probably just making sure they have enough ammo if somehow terrorists or something were able to send us into total war.

Except this ammo can't be used in war, per international law. And even if it could, at the rate ammo was used in Iraq, this is enough ammo for twenty years of war. Twenty years. Many people on this site haven't even been alive that long. This is concerning.
