how they feel the need to add intakes of breath and weird non-word exclamations EVERYWHERE in the script

If so, it's something that's done in cartoons (especially anime) where subtle facial cues are not really possible to animate. People rarely do that in real life because our body language conveys the same thing. Cartoons and Anime artists like to pronounce and personify it more. In Western Animation, they tend to exaggerate body movement, whereas Anime exaggerates vocals instead. Assuming we're on the same page.

The thing is you can still do all that without actually talking. To add the talking is just an excuse for the writers/artists to be lazy.
