You mean your calves? You're going to have to lose weight overall to lost weight where you want. But if you want to get a headstart you can target that area by working out the muscle underneath it.
It sounds like you have fat calves? I would suggest some squats, calve raises or any leg press machine.

Yeah calves, right. I don't think squats will help though, those only help for your quadriceps from my experience.

sorry not squats I meant lunges. Those helped my calves quite a bit. But if you want a great workout for your calves do the stair-master machine on your tippy toes or balls of your feet.
