I definitely love the sound of that. Would be absolutely awesome. However, operating it like a title update wouldn't work, I highly doubt XBL would support it. However, if they operated it like the Halo fileshare, all handled in game, that might work. It could still link in to Bnet as well, just as the fileshare did.
Definitely would love to see this though!

That's actually an excellent idea -- the file share part. Just upload and/or create designs on the Bungie Web App and then they'll be in your file share and usable in-game. I like it. Added to the OP.
