I would imagine that there could be a way to leverage the tag system to have particular tags that are always followed (users can't remove them) and the tags can only be applied to a topic by an admin or designee. OP, please forgive me, but I am going to re-tag your OP in order to get your very interesting and valid suggestion in front of the people who may want to hear about this and consider it.
