There is a bug which prevents display of PSN friends occassionally. We are looking into it, but it is proving hard to track down. But it is intended behavior that you can only see PSN friends when you are logged into PSN. This is a platform limitation.

I would just like to report that i experiance this as well, it is consistant 100% when logging in with my psn account, but it will show my xbl friends list even when signing in with my psn account. I use the same email for my login on both for the record. I plan on making the ps4 my main console next gens, so i am eager to see all the psn bugs worked out. But im sure it will be fixed well before the game launches, best of luck working out the bugs :)

Ya but even when i log on with PSN i still can't see my PSN friend list, only my XBL one.
