Bungie most likely said that to give you a moral reason not to die, and a bit of a story to ponder on as you wait to respawn. Though, it may be entertaining to watch you jump off the first cliff you see.

Speaking of respawning, I hope it isn't anything like Spartan Ops, where you have an infinite number of lives and you can keep trying until you somehow manage to succeed in the mission. There needs to be something that punishes a player for dying.

It's not so much that as there's no checkpoint you're sent back to. Nothing that pulls your current achievements under your feet and says "Again, from the top." Nothing that really slaps you on the nose with a news paper and says "Your approach to this was wrong, re-think what you did and try again." It's supposed to be a meld of campaign and firefight, but it really takes the challenge out of it if you come back unrestricted. That's pretty much just one step away from saying "Health? Lets just make you invincible."
