Elites make shitty doctors that's all I can say about the arm. She is most likely playing Jul in order to stay alive and get the UNSC the rest of the Janus key. Also, as chronarch keeps saying, it's less that Halsey changed than the fact that everyone thinks she's evil and treats her like it.
