Because women can have babies. In a time of great national crisis, when a draft would actually be necessary, it means our nation or our allied society faces imminent and catastrophic peril, and it's very possible that we would need healthy young women to bolster our population afterwards. The argument against putting women in combat roles is corollary to that statement.
