Edited by Dustin: 2/12/2013 11:21:48 PMThe bill is for women living in Indian reservations who have a 1/3 chance of being wraped in their life time because Americans can go onto their land (illegally) and wrape women without the reservation having any legal authority to do anything about it. If you are a man, you get the same assistance from the bill, but the bill is named for the women who are the primary victims.
