Because you have to get overthrown by "the mob", aka the community at large. The rules are much more lax than the previous version. Do what you want, but be warned that violating the code of conduct will get a lot of people to mute you then you end up banned. The ban-hammer also extends to your private groups as well. So if you do actually become banned, it's a more serious violation this time around.

Well, the majority of things that would have gotten you banned on the old Bungie.net will simply get you muted on Bungie.next by the general populace. Spam, Religious / Political posts, Language, there's only a handful of serious rule infractions that Bungie cares about enough to punish.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
