Wait, when did the attacker "ensure that they were not capable or likely to fight back"? Have you ever been to D.C.? There are armed security officers everywhere.

DC = a "gun free zone" at least for the typical non-VIP civilian. I've been, and even if I was driving though, what was unloaded in my trunk would have been illegal there.
