Halo isn't coming to Steam.
How you got from a little rumor to "OMG MICROSOFT ARE BUYING STEAM" is quite amazing. Why on earth would Valve ever sell Steam? And to Microsoft of all companies???

The Dildact says Halo isnt coming to Steam. Steam is coming to Xbox! Steam titles will be released as 360 exclusives, and Steam will be absorbed into Xbox Live Market or will disapear entirely. Halo 3 will be released on Steam/Xbox Live for Windows. Microsoft has money and wants more money. This is totally logical.
