I think he's excited about how far you can look "off the map" in that particular area. Doesn't necessarily mean anything, but has spawned much speculation about that area of Hammerfell opening up in a future DLC. It's all nothing more than speculation though.

No, it absolutely doesn't mean anything. If they were going to be updating that area of the map, they'd probably actually make sure to lock it down.
