I'm fairly sure you could make up a ridiculous scenario in which torture is justified.

ok, this guy has burned down an orphanage, destroyed a zepplin full of precious cargo, blown up a school, killed your GF an has your figurative daughter held hostage and has the intention of selling her to a large prostitution ring, he has also set up a bomb in a hospital and only this man knows the whereabouts of your daughter and the code to disable the bomb... the only way to get the information to save your daughter and disable the bomb is to beat the information out of him. is it then justified to torture the information out of him?

No. And no matter how much you torture that guy, he isn't going to give you what you need. He'll just keep leading you on wild goose chases. Not to mention, stuff like that doesn't happen outside of TV shows.
