Honestly it's been so long I can't remember, if I'm correct though it was a anime only channel Direct TV had for a short while.

Have any more info on the main characters because honestly there are very few female leads in old anime so really this shouldn't be as hard as it is and I presume it is dubbed so it should be even easier? Though honestly I can't think of any anime that fit your description of a female lead and the cell phone thing.

Dark haired girl was always super srs and was a sort of Demon hunter type thing, the long haired one was very innocent and new to this, I think the dark haired one actually got her into the whole thing. And yes it was dubbed.

Have any idea how old it is like exactly, how many episodes it was, and/or any of the other characters or what the episode(s) you watched was about?

If I'm correct it was only around five episodes or so long, maybe more or less but it was no more than ten. As for the age of the anime I honestly couldn't tell you that. :/ A scene that always sticks in my mind is a girl standing in the middle of an ally, while it raining and shit flips open her phone the fight something off screen.
