Slavery right now is actually more rampant than it was 200 years ago. People don't even think about it because it isn't legal in America, but today there are more slaves than there ever have been in history.
So, yes, slavery can and does exist without racism.

Well, yeah, but it's pretty hard to dehumanize a person without feeling spite. However, it's not really racially motivated now. There are an estimated 2.5 million child slave laborers, regardless of race.
