Where is Lord Saladin?
I keep getting quests in the campaign and now Festival of List telling me to speak with Lord Saladin in the tower but I can't find him anywhere?

It's gotta be a bug. It's happening to me too. It worked fine on my main, but my other two are bugged. The quest still works in the portal menu though.

For Festival, you have to talk to Eva not Saladin. They got the wrong name in the quest. Not sure about your other quests, though. Saladin does Iron Banner, so if the other quests are Iron Banner-related, you'll have to wait for the next time it comes around.
