Hey there, what happens if you, rather than entering the Steam credentials there on the authentication page, log out of Bungie.net instead and log back in using those same Steam details.
If it logs you back into this very same Bungie Account, then Steam will be automatically authenticated on the cross-save page. You'd only need to authenticate PSN and XBox.
If however it logs you into a different account, or asks you about linking, then it's a different account to the one you've currently got linked.

I did that and it asked if I had made a bungie account in the past, and since I have I link my Xbox to it. It logs me into my bungie account, I go to cross save and only my Xbox is authenticated. My other option is to hit “make new bungie account” and I’d not want to run that risk. Thanks for the suggestion!

Normally it should just log you straight into this same Bungie Account without anything like that. The behaviour you are seeing is what you get for an unlinked account. One final thing to try maybe, while trying to authenticate Steam in cross-save, could you try using your Steam's registered email address and Steam password, rather than Steam login and password (or if you are using the former, then try the latter).

You’re right. It is a different account linked, similar name. I removed it back in March when manual unlinking was going away, or at least I thought I did. It didn’t work. I’m recovering the old account now
