I'd rather leave the base difficulty as is; and they add explore mode like they did with dungeons.

Doing so with raids would require total reworks to their encounters to make them doable with randoms. I’m sure you’d also have issues where players complain about another player ruining their experience. Either by being bad or too good/fast.

Only the uninitiated still think match making for a raid or dungeon is a smart idea. That would NEVER WORK and it’s an idea that should continue to be shot down time and time again.
