I have 150+ clears and no icebreaker it’s definitely bugged

150 clears? But did you do it back to back? Because Icebreaker is only farmable 3 times a week. Even as featured

When it is featured it is supposed to be endlessly farmable. The first two times it was featured, this season Bungie admitted it wasn’t. Since then they have said they fixed it, but it really appears to be the rarest exotic in Destiny. Plus multiple steps of the dungeon quest have been bugged since day 1.

From my understanding this wasn't a bug, this was a feature. And you only had 3 chances to get the exotic but could get endless drops when it was featured

This is correct. Featured dungeons are endlessly farmable. The current dungeon, which will be Sundered Doctrine, will be farmable except the exotic, until the next dungeon comes out.
