I think it's the same bug that Tusk of the Boar had, and that that red dot is not actually meant to be there.

it looks exactly like Elsie's Rifle release issue with Into the Light... I think affected MnK more than Controllers... with that said > I've only had 1 match but even with the reticle moving like some slow eyeball... I LIKE THIS WEAPON.. KW+Explo on Widow's Court 👌
