The farmable weeks are bugged.
Even during farmable weeks it's 1 chance per a character. Aside from that bug it does still drop.

huh, good to know then, weird that it's not in the known issues list.

Honestly for like 90% of bugs they do know about em but don't put them in the known issues list. They just randomly fix them. If I had to take a guess probably gonna get fixed on the dlc release. But at the same time with how there's like 1 bug fixer for D2 (Unless they hired more) I'm also feeling like it might take longer.
