Unfortunately since March 25th it is no longer possible to unlink accounts except for Twitch.

That seems dumb to not allow it entirely? Is there no where that allows it in special circumstances to remove an account in case the account is lost or hacked?

Unfortunately no. For whatever reason a user may have, Bungie have stated they will not allow any account from being removed unless it's Twitch.
