Hey there. You've got cross-save set up with PSN as the Active account, Steam and XBox as dormant. I believe you had cross-save set up before you linked Steam, is that correct? When you linked Steam, you were adding it to this cross-save setup as another dormant account.
That means that when you launch the game on Steam you should see your two PSN characters. Is that not what you see? It is the intended behaviour that you cannot see or use anything that was from Steam initially because PSN is the Active account.
If you want your Steam character back you will need to cancel cross-save. One consequence of this is that the two PSN characters will no longer be available when you play on XBox or on Steam.
Unfortunately all cooldowns are mandatory, they cannot be reduced nor bypassed, additionally Bungie will not forcibly unlink anything. One final point is that accounts can no longer be unlinked, even after you cancel cross-save, but the character will be available back on Steam.

To do that you'd need to wait for the Silver cooldown to elapse, cancel cross-save, wait for the cancellation cooldown to elapse, then set cross-save back up with Steam as the Active account. That will make the two PSN characters become dormant and inaccessible; whatever you have on Steam is the only thing that will be available when you launch the game on PSN, Steam or XBox.

that's absolutely ridiculous, i shouldn't have to wait 90 days to use my only character, i don't even have a playstation anymore. I JUST WANT MY STEAM CHARACTHER BACK

okay, so who can i contact today to fix this. There's no way I'm waiting 84 days to be able to use my character i just grinded.

Nobody can fix it, the cooldowns are mandatory as I already mentioned. Bungie doesn't have a contact channel for cross-save or linking issues because it's all in the FAQs. You can hope Bungie replies to this thread but it will likely just to verify what I've already told you.

That's insane man, i'm not mad at you. I'm mad that they thought a cooldown cause you bought silver was necessary. that's the only reason i can't use my steam character is cuz of some silver lol
