This allows to focus specific exotics with 1 exotic engram and 1 exotic cipher. There is no luck involved unless you are randomly decrypting and not focusing the item you want.

In Rahools menu open up to the 4th page. The items cost an exotic cipher but you can buy gear that has not been obtained before.

Keep pushing to the right on the menu screen. The 4th page. It looks similar to the third but it’s different. All armors can be purchased this way.
