Looks like you just need to run some more. I checked your dungeon report and I only see 16 clears, not sure how many of those were looted runs or not. To put it into context, I usually average in the mid 30's of looted runs before my RNG finally pays out. I've even had extreme situations, or have friends that have, for instance one of my buddies took 76 looted runs to get an exotic.
It's just time investment!

The dungeon and raid reports are actually broken and no longer reliable sources. I saw someone who had like 28 completions yet dungeon report said like 2 completions.

yes the number of completions is also bugged, I don't know exactly how many times I've done it but I assure you not 16, just calculate that I've done it with all 3 characters every week for a few months now

With that added context in mind, you're about where I'd usually expect a drop, but not outside of the possible drop rates. If it's a bug, hopefully they fix it! But I would tend to believe it's just bad luck.
