Or it sends out submunitions that suppress in a wider area, make it worth the charge time.
Or simply make the explosion bigger so it's not like scatter nades.

The suppression one is supposed to have a smaller radius to make blinding grenades have some room to breathe mostly for pve. It'd probably be better if like a 40% pve damage buff plus what they said with instant detonation.
