Probably because every time Bungie does something with Patrol, people complain. Neomuna shouldn't have enemies this tanky. The Pale Heart feels too lonely. And we all know how people feel about the Dreadnought.

Always going to be differences of opinions. No denying that. But, to be fair, none of those examples are even like the previous public patrol locations.. Particularly the Pale Heart and Dreadnaught, which are not even public patrol areas like we got in the past. Neomuna took some adjusting, but was a definite departure from the more casual public patrol destinations. It is probably the only patrol area that can be unforgiving if you find yourself alone patrolling. I would still take it over The Pale Heart and Dreadnaught, because at least Neomuna is a public patrol location with randoms. Maybe I have missed something, but I don’t recall much conversation about patrols before Neomuna showed up. There definitely has been talk about patrols since then. For pretty good reasons.

There might have been some when the Leviathan came back as a Patrol Zone. But if I recall people were more upset over not getting the Raids back
