Fount has to be final room. The third room can’t be second or it won’t appear. Screw that though you can join someone that has access to target lock chest and open it.

Doesn't have to be final room. I finally got it and it was the second room we went to. It's all about rng.

It doesn’t only spawn from that chest… I got it from one of the other hidden chests.
