I agree. Act 1 should be 9, act 2 should be 12 perks and Act 3 should be 15. Gold from lead and the one that reloads rocket launcher after multi kills doesn’t seem like it works to well or perhaps I just had it in my mind it would be better.

The youtuber FalloutPlays did some testing on it and found that you need to reliably kill 4 enemies with every rocket to trigger the refund, and gold from lead has a trigger rate of only around 25% (and can't be buffed by scavenger mods), so yeah, it's no wonder they both feel a bit underwhelming tbh.

I think bungie realized giving one of Eyes exotic perks for possibly months would be dangerous to Eyes. Eyes has good damage, insanely good adclearing, and is rewarded for ad clearing. But the issue is the fire speed is super slow making its dps on par with rockets that only have a 20-25% buff so it loses to things like bait and switch or rockets that can shoot like all 8 rockets without reloading. If they made the exotic perk for infinite ammo while ad clearing it'd now be competing for just damage which case it's not bad but it ain't winning. So they made it more stingy on how many kills you need versus Eyes.
