It could be good. Bungie has historically done the best when they are about to die out.
That being said, I wouldn't go pre-ordering anything.

I don't recommend pre-ordering [i]any game[/i], never mind this one. Too many get released with the whole "We'll release a patch in a few months" scenario these days.
