Worked after I bought dungeon key which seems a bit crazy …

The issue is related to the loading zone you use. For some unholy reason. You likely tried first with the normal spawn then 2nd time after you bought the key from drifter's spawn which fixes the issue. Sometimes you can still get it from the normal loading zone but not always.

Can you try this? From orbit, use the load zone on the left side in the Annex near Drifter/ADA-1 (not the main tower courtyard) then try meditating. It's worked for some/most people.
