Why was I not given any notice of the change to be unable to link accounts?
Bungie gave notice in TWIDs, X, and other sources such as the account linking page. Bungie pretty much never send email notifications for anything besides marketing or verification emails.
Is there any way to get an exception?
No.

 • If I'm not playing Destiny for a time, why would I keep up with its social media? Bungie should've absolutely sent an email notice. They gave people 5 days' notice to the date 03/25/2025. I would like to speak with someone who can actually answer my question. Why was there never an email sent out regarding such an account breaking change?

 • Hello there, viiTactiiCZz is correct. There is not an exception process for account unlinking. The notice was sent via official channels such as weekly blog post and social media accounts. The notice was first provided on Feb 13th with follow ups occurring later. Game updates are sent via Blog posts, website updates, and socials, they are not sent via direct communications such as Email. It is also worth noting, the characters you currently have set as active are from your xbox account, disabling cross save would render them only playable on xbox platforms deleting after disabling cross save would make them permanently unplayable.
If I'm not playing Destiny for a time, why would I keep up with its social media?
In your specific case it wouldn't have mattered regardless of you being given notice as you don't have access to your PSN. Prior to the 25th to be able to unlink an account you had to be able to authenticate it, to be able to remove an account from a cross-save setup you first have to deactivate cross-save which requires you have the ability to sign in to it to authenticate. As you have cross-save enabled you wouldn't have been able to use the workaround either.
They gave people 5 days' notice to the date 03/25/2025.
They gave 6*ish weeks notice. https://www.bungie.net/7/en/News/Article/twid_02_13_2025
Why was there never an email sent out regarding such an account breaking change?
Because they didn't want to/feel like it or they deemed the social media posts enough of an announcement, otherwise they would've.
