Honestly, I think they didn't let it proc utility simply for PVP balancing. People will -blam!- about anything on these forums, now imagine if Ascension granted utility mods.

It's already one of the best aspects in the Hunter's Prismatic set, now you add utility mods? That's not to say I'd be against it. I'm just saying, that MIGHT be why they didn't.
