No, it shouldn't. Horde shuttle is way too strong to be a fragment unless they make it way weaker than it is now.

Yes, it does matter if it's too strong. It's going to get added, be overpowered, get nerfed, then people will whine about how nerfs ruined it.
Just because it's strand related doesn't mean it makes sense as a fragment.
Fragments are meant to enhance a build, not define it. What you're asking for is a fragment that does what weavers call (an aspect) does without needing a kill trigger or any ability energy.
Also, we already have thread of rebirth as a fragment, which requires kills with strand weapons to maybe spawn a threadling. If you don't see how introducing a fragment that's literally a significantly stronger version of another one is an issue and power creep incarnate, I don't know what to tell you.
What's stupid is that you don't realize it would be blatantly overpowered and a massive outlier in terms of balance to put horde shuttle as a fragment.

Personally, I want it added to swarmers since they're already the threadling exotic and it would allow the spirit of swarmers perk on warlock class item to be buffed with unravel from Threadlings.
