Except you don't have 3 runes, you only have ONE rune. It has been leveled up though...

That’s the disconnect here. Bungie should explain this or change it. Don’t give me each full bar should be one full time. But I see your point. It’s one item that upgrades. Just sad you can waste it on a level 1.
