Unfortunately I had already abandoned the quest by the time I saw this reply. After abandoning this quest you can pick it up from the Tower at the Quest Archive terminal. Re-acquiring the quest from the terminal fixed the issue for me and I was able to progress and get Barrow Dyad.

I am having this same issue. Ads do not despawn and there is no bubble. Rune is properly equipped
