The times I have ever been 100% sure someone was cheating, they were banned when I reported them. You can't "name and shame" because it is easily abusable, and it doesn't change whether Bungie is going to ban the player or not. Report them and move on. There are A LOT of negatives to accusing someone on an anonymous online Forum without any fact-checking. False accusations of innocents mainly.
