I'm on a "68 days left" cooldown because I keep forgetting about the cool down and buy silver.
What course of action has been set in place to solve this issue that I am sure a majority of the community is a part of?
Am I and others in a similar situation stuck with having accounts linked because we decided to spend money and unable to disable cross-save?

Yes I last purchased silver on December 25th and was waiting for March 25th to unlink my Playstation account that I no longer have access to. WHAT ARE THE ODDS?!

I disabled it today, forgetting about said lockout and missing the fine print, so I could delink the accounts I no longer have access to and add new ones for security. I am fortunate enough to have my main account on Xbox, so I can still play on my PC via the Windows Store version, but I assume many other players won’t be as fortunate. I asked in my reply thread here if it was possible for a chance of an exception to this rule for the less fortunate or at the very least to get this main thread out on other platforms since this is the only place where all the information is collected in one spot, otherwise it’s present in a combination of articles that can be hard to navigate. So far this is on Reddit and this forum, but I’m hoping it can go out into the game’s message board too for those not on socials.

If I am understanding correctly, I have to do a 90 day cooldown to be able to disable cross-save when I buy silver, THEN wait an additional 90 days to be able to unlink an account? Bungie wasn't clear with this change or transparent like they are with other announcements.

You are misunderstanding just a bit here. You need to wait 90 days from last silver purchase to disable cross-save. Once disabled you can then unlink any unwanted accounts. The second 90 days is for reactivation of cross-save.

Either way, I wasn’t aware that this was going to happen and all those post that are being quoted I don’t think they were ever easily accessible to me. This whole situation feels like it sneaked up. I spent money when the start wars stuff came so I won’t make the 90-day. Unfortunately, the only option is deal with it and move on or make a whole new character (not gonna happen).

This article is probably the clearest amount of communication we have on the matter. Everything else is contained within several help articles on the website, TWIDs, and Bungie Help posts. It wasn’t well communicated outside of this so it’s “damned if you and damned if you don’t” kinda situation for a lot of people. The mentioned sub articles say there no expectations to the cooldown periods, but I really think it should be reconsidered given the circumstances. I was the guinea pig for my friends and some of them have accounts that they want to unlink but now they won’t because they’re PSN players who have long since switched to PC and don’t have a PlayStation anymore.
