Incorrect. Wiped solo plenty of times, panels never spawn in heart room. Message 4 of step 6 has been bugged since launch.

I am on the same step and have solo done 1st encounter multiple times and they still will not spawn.

A few things to note, before finding solution 1: The puzzles that you need will only appear if you or someone in your fireteam hasn't completed said puzzles yet. The puzzles will also not appear unless your rogue network quest is on the step for said puzzles, or someone in your fireteam is. 2: Doing these puzzles on different characters can lead to wrong flags triggering to activate the puzzles, so try to do this quest on a single character 3: If a puzzle you should be having appear that you haven't done yet, and you meet the requirements, and said puzzle is failing to appear, then you have a bugged instance. Thier are fixes. 4: opening the chest before you on the step where it wants you to opne the chest, will sometimes not register said chest, and you have to either open it on a different character that you haven't grabbed chest yet for the current week, or wait for next week for the counter to refresh. Possibly fixes and work around, that have worked for my friends when they ran into the above issues 1. If people in your fireteam are on different steps, then the puzzles that load up in the instance can randomize, either you will get all the puzzles up to the further lest progression, in that puzzle sector, or you will only get select ones. If the puzzle that you have the requirements for is not showing up, then keep wiping the sector and going back to puzzle room until it's thier, also make sure your on the character you've been doing all these on. Alternatively, have someone join your session who is done with this questline, and waly they are in your session you have a chance when wiping to refresh, for the sector to give you all the puzzles in that sector, allowing you to get those done in advance. You can also try solo queuing and wiping until it fixes. If all these methods fail, then either your on the wrong character, the quest does account track, but the pre requirement trigger flags only trigger to spawn the puzzle in if your on the character you did the prior steps on 2: If you know you've done the puzzle already, but the quest inst progressing, then it means the game failed to register one of the collectables grabbed from doing puzzle, simply redo all the puzzles your able to until quest progresses. 3: Insure that the first person who enters the puzzle sector is the one that needs the puzzle, so the game prioritizes checking thier quest first, otherwise you will need to wipe until you get the right puzzle in said sector 4: Ensure everyone in your fireteam has the triumph claimed so you can enter final puzzle room, if one person hasn't met the requirements, then no one can get in. 5.The last thing you can try is abandoning quest, and regrabbing it, the quest will reupdate to the last c9mpketed step, and usually fixes the quest bug, however most of the time you can avoid doing this. 6: Sometimes the puzzles will fail to register if your not in a fresh instance, to avoid this conflict, do a fresh run, and avoid leaving, and just wipe to refresh instance, if it still fails then go to orbit. I rember one of my friends, we had to reset and run fresh 4 times just for the 3rd numerical puzzle to show up. If you want, I can run through the dungeon with you, and fix your quest for ya.
