Hey there, you need an Episode Revenant pass to use anything that Eido offers. The only way to obtain one now is through the Annual Pass edition of The Final Shape.

Unfortunately not. That NPC is part of seasonal content. Without the appropriate DLC you won't be able to interact or participate in the DLCs activities.
