Honestly they should just make it count fully as a class ability, this and Ensnaring slam.
Other aspects count as their respective ability slots (and some even outside the ability slots they trigger off, such as Arc souls counting as grenades even if they are cast off the rift).
I think Bungie are scared to do it with Hunters because of just how overpowered it would be.
Winters Shroud and Ascension, for example, would become a particularly potent combo if it was allowed, and Withering Blades, Gambler's and Ascension already is for someone with decent aim.

Dunemarchers don't proc from hammer throw. That used to be my favorite playstyle back when Forsaken gave us the new supers. It only procs from unpowered melee now, and the damage from it is terrible. It won't even kill a red bar.

Would that really be "broken" though? I mean it's not like it'd be more powerful than consecration or storms keep it'd just be another good option people could use. Making them not work feels super arbitrary to me.

Oh believe me, I want it too. I already abuse my helicopter Prismatic build. Nothing beats raining down transcendent death from up high or outsmarting that last opponent in gambit or someone who thinks that can come at me with a shotgun or a sword. I'd love to abuse it more. I'm just saying why Bungie might be wary of doing it, though.
